UN Commission on Human Rights: &#8216;A Very Great Enterprise\u2019 (Tues 18 May)<\/h2>\n<p>When the General Assembly established the Human Rights Council in 2006, it asked for a review of its \u2018work and functioning\u2019 five years after its establishment. The will to elevate the Council to a Principal Organ of the UN did not materialise by 2011; in 2011 the Council put off that decision by another 10 to 15 years.
