The National Disability Insurance Scheme (NDIS) will soon be spending more than $22 Billion per annum on services for over 460,000 people with disability across Australia. The NDIS is creating huge opportunities (and challenges) for housing development.
This includes but extends beyond the development of an additional 14,000 places of the NDIS funded Specialist Disability Accommodation (SDA).

What is Specialist Disability Accommodation?
On March 14, 2017, the Specialist Disability Accommodation Rules 2016 (SDA Rules) came into effect. The framework for delivery to eligible participants of the National Disability Insurance Scheme (NDIS) has been established using the SDA Rules, the NDIS Act 2013 and NDIS Rules under the Act.
The SDA Rules set out the criteria for NDIS participants to have SDA funding included in their plan, including the type of dwelling that SDA funding can be used on and the way payments will be paid to registered providers of SDA.
About the SDA Design Standard
The Specialist Disability Accommodation (SDA) Design Standard that Bruce Bromley was a co-author of provides:
- clarity to SDA housing design requirements to be enrolled,
- and gives providers the flexibility to respond to participant needs and preferences.
It sets out detailed design requirements that will be incorporated into newly built SDA, seeking enrolment under the National Disability Insurance Scheme.
This standard details four categories of SDA design which are set out in the SDA Rules:
- Improved Liveability
- Robust
- Fully Accessible
- High Physical Support
Improved clarity of design requirements will add to provider confidence and surety of compliance. Ultimately, this will strengthen the SDA market.
